| WINDOW ROCK, Ariz. - A federal judge in early April blocked the British company Vane Minerals from continuing exploratory uranium mining near the Grand Canyon. The judgment was a victory for environmental groups and for the 13 tribes that are affected by uranium mining in the western United States. But the renewed interest in an old mineral has tribal leaders on edge. At a congressional field hearing in Flagstaff March 28, Navajo Nation President Joe Shirley Jr. said Navajos ''do not want to sit by, ignorant of the effects of uranium mining, only to watch another generation of mothers and fathers die.'' ''We are doing everything we can to speak out and do something about it,'' he continued. ''We do not want a new generation of babies born with birth defects. We will not allow our people to live with cancers and other disorders as faceless companies make profits only to declare bankruptcy and then walk away from the damage they have caused, regardless of the bond they have in place.'' The judge's ruling came as the result of a complaint against the Forest Service entered by the Sierra Club, the Grand Canyon Trust and the Center for Biologic Diversity. At least five companies have recently applied for uranium mining permits in New Mexico, where the uranium reserves are estimated at 500 million pounds or more. Most of these reserves are on Navajo land. But the Navajo and other tribes in the region are still struggling from the effects of the first uranium boom, from the 1950s to the 70s, when exposure brought cancer, birth defects and premature death to people who worked in the mines as well as those who lived near them. Despite assurances by uranium mining companies that new mining techniques are safer than the ones used before, many tribal leaders are not convinced. ''I've yet to see any kind of new technology that's safe that's going to protect the welfare of human beings and the environment.'' said Navajo tribal council member Amos Johnson. ''The legacy of uranium mining has left a devastating impact on our people. We have hundreds of abandoned mines where they've explored for uranium, and now some of those have been left open and have contaminated groundwater.'' The Navajo have attempted to stop the surge in new uranium mining by banning all mining activities on their land in 2005. ''They will probably resort to congressional action to have indigenous sovereignty overruled, and we really hope that doesn't happen,'' Johnson said. Other Native nations have begun taking their own measures. Last year, the All Indian Pueblo Council adopted a resolution against uranium mining in the Mount Taylor area of New Mexico, deploring the ''significant and irreparable cultural and religious damages that have resulted from the failure of the New Mexico Energy, Minerals and Natural Resources Department to consult with Acoma, the 19 Pueblos and other affected tribes'' prior to issuing mining permits. Supai Waters, Keeper of the Secrets for the 650 Havasupai people who live inside the Grand Canyon, said Vane Minerals' exploratory mining near there had already resulted in ''high-grade splotches'' that were visible in aerial footage. Other mining activities have invaded the sacred sites of many of the region's tribes, including the Hopi and the Paiutes, he said. The Havasupai are working to change their constitution to reflect stronger language against uranium mining in the Grand Canyon, ''completely banning it - no mining, no extractions at all,'' Waters said. He emphasized the importance of the region's Colorado River, which holds, in the oral tradition of many local tribes, not only sustenance but creation itself. ''It is the sacred water that gave birth to a lot of those tribes that live close to it.'' Recent mining activities were already affecting the aquifers near the river, he said. ''We are unified to completely ban these detrimental developments that are going to be put on our sacred lands, all the way from the west rim of the Grand Canyon to Blanding, Utah, to the Colorado River and Montezuma's ruins, to Prescott and Kingman, Arizona.'' "I'm horrified. The people out there - the Iraqis, the media and the troops - risk the most appalling ill health. And the radiation from depleted uranium can travel literally anywhere. It's going to destroy the lives of thousands of children, all over the world. We all know how far radiation can travel. Radiation from Chernobyl reached Wales and in Britain you sometimes get red dust from the Sahara on your car."
The speaker is not some alarmist doomsayer. He is Dr. Chris Busby, the British radiation expert, Fellow of the University of Liverpool in the Faculty of Medicine and UK representative on the European Committee on Radiation Risk, talking about the best-kept secret of this war: the fact that by illegally using hundreds of tons of depleted uranium (DU) against Iraq, Britain and America have gravely endangered not only the Iraqis but the whole world.
For these weapons have released deadly, carcinogenic and mutagenic, radioactive particles in such abundance that-whipped up by sandstorms and carried on trade winds - there is no corner of the globe they cannot penetrate-including Britain. For the wind has no boundaries and time is on their side: the radioactivity persists for over 4,500,000,000 years and can cause cancer, leukemia, brain damage, kidney failure, and extreme birth defects - killing millions of every age for centuries to come. A crime against humanity which may, in the eyes of historians, rank with the worst atrocities of all time.
These weapons have released deadly, carcinogenic and mutagenic, radioactive particles in such abundance that there is no corner of the globe they cannot penetrate - including Britain. Yet, officially, no crime has been committed. For this story is a dirty story in which the facts have been concealed from those who needed them most. It is also a story we need to know if the people of Iraq are to get the medical care they desperately need, and if our troops, returning from Iraq, are not to suffer as terribly as the veterans of other conflicts in which depleted uranium was used.
A Dirty Tyson
'Depleted' uranium is in many ways a misnomer. 'Depleted' sounds weak. The only weak thing about depleted uranium is its price. It is dirt cheap, toxic, waste from nuclear power plants and bomb production. However, uranium is one of earth's heaviest elements and DU packs a Tyson's punch, smashing through tanks, buildings and bunkers with equal ease, spontaneously catching fire as it does so, and burning people alive. 'Crispy critters' is what US servicemen call those unfortunate enough to be close. And, when John Pilger encountered children killed at a greater distance he wrote: "The children's skin had folded back, like parchment, revealing veins and burnt flesh that seeped blood, while the eyes, intact, stared straight ahead. I vomited." (Daily Mirror)
The millions of radioactive uranium oxide particles released when it burns can kill just as surely, but far more terribly. They can even be so tiny they pass through a gas mask, making protection against them impossible. Yet, small is not beautiful. For these invisible killers indiscriminately attack men, women, children and even babies in the womb-and do the gravest harm of all to children and unborn babies.
A Terrible Legacy
Doctors in Iraq have estimated that birth defects have increased by 2-6 times, and 3-12 times as many children have developed cancer and leukemia since 1991. Moreover, a report published in The Lancet in 1998 said that as many as 500 children a day are dying from these sequels to war and sanctions and that the death rate for Iraqi children under 5 years of age increased from 23 per 1000 in 1989 to 166 per thousand in 1993. Overall, cases of lymphoblastic leukemia more than quadrupled with other cancers also increasing 'at an alarming rate.' In men, lung, bladder, bronchus, skin, and stomach cancers showed the highest increase. In women, the highest increases were in breast and bladder cancer, and non-Hodgkin lymphoma.[1]
On hearing that DU had been used in the Gulf in 1991, the UK Atomic Energy Authority sent the Ministry of Defense a special report on the potential damage to health and the environment. It said that it could cause half a million additional cancer deaths in Iraq over 10 years. In that war the authorities only admitted to using 320 tons of DU-although the Dutch charity LAKA estimates the true figure is closer to 800 tons. Many times that may have been spread across Iraq by this year's war. The devastating damage all this DU will do to the health and fertility of the people of Iraq now, and for generations to come, is beyond imagining.
The radioactivity persists for over 4,500,000,000 years killing millions of every age for centuries to come. This is a crime against humanity which may rank with the worst atrocities of all time.
We must also count the numberless thousands of miscarried babies. Nobody knows how many Iraqis have died in the womb since DU contaminated their world. But it is suggested that troops who were only exposed to DU for the brief period of the war were still excreting uranium in their semen 8 years later and some had 100 times the so-called 'safe limit' of uranium in their urine. The lack of government interest in the plight of veterans of the 1991 war is reflected in a lack of academic research on the impact of DU but informal research has found a high incidence of birth defects in their children and that the wives of men who served in Iraq have three times more miscarriages than the wives of servicemen who did not go there.
Since DU darkened the land Iraq has seen birth defects which would break a heart of stone: babies with terribly foreshortened limbs, with their intestines outside their bodies, with huge bulging tumors where their eyes should be, or with a single eye-like Cyclops, or without eyes, or without limbs, and even without heads. Significantly, some of the defects are almost unknown outside textbooks showing the babies born near A-bomb test sites in the Pacific.
Doctors report that many women no longer say 'Is it a girl or a boy?' but simply, 'Is it normal, doctor?' Moreover this terrible legacy will not end. The genes of their parents may have been damaged for ever, and the damaging DU dust is ever-present.
Blue on Blue
What the governments of America and Britain have done to the people of Iraq they have also done to their own soldiers, in both wars. And they have done it knowingly. For the battlefields have been thick with DU and soldiers have had to enter areas heavily contaminated by bombing. Moreover, their bodies have not only been assaulted by DU but also by a vaccination regime which violated normal protocols, experimental vaccines, nerve agent pills, and organophosphate pesticides in their tents. And yet, though the hazards of DU were known, British and American troops were not warned of its dangers. Nor were they given thorough medical checks on their return-even though identifying it quickly might have made it possible to remove some of it from their body. Then, when a growing number became seriously ill, and should have been sent to top experts in radiation damage and neurotoxins, many were sent to a psychiatrist.
Over 200,000 US troops who returned from the 1991 war are now invalided out with ailments officially attributed to service in Iraq-that's 1 in 3. In contrast, the British government's failure to fully assess the health of returning troops, or to monitor their health, means no one even knows how many have died or become gravely ill since their return. However, Gulf veterans' associations say that, of 40,000 or so fighting fit men and women who saw active service, at least 572 have died prematurely since coming home and 5000 may be ill. An alarming number are thought to have taken their own lives, unable to bear the torment of the innumerable ailments which have combined to take away their career, their sexuality, their ability to have normal children, and even their ability to breathe or walk normally. As one veteran puts it, they are 'on DU death row, waiting to die.'
Whatever other factors there may be, some of their illnesses are strikingly similar to those of Iraqis exposed to DU dust. For example, soldiers have also fathered children without eyes. And, in a group of eight servicemen whose babies lack eyes seven are known to have been directly exposed to DU dust.
They too have fathered children with stunted arms, and rare abnormalities classically associated with radiation damage. They too seem prone to cancer and leukemia. Tellingly, so are EU soldiers who served as peacekeepers in the Balkans, where DU was also used. Indeed their leukemia rate has been so high that several EU governments have protested at the use of DU.
The Vital Evidence
Despite all that evidence of the harm done by DU, governments on both sides of the Atlantic have repeatedly claimed that as it emits only 'low level' radiation DU is harmless. Award-winning scientist, Dr. Rosalie Bertell who has led UN medical commissions, has studied 'low-level' radiation for 30 years. 2 She has found that uranium oxide particles have more than enough power to harm cells, and describes their pulses of radiation as hitting surrounding cells 'like flashes of lightning' again and again in a single second.[2] Like many scientists worldwide who have studied this type of radiation, she has found that such 'lightning strikes' can damage DNA and cause cell mutations which lead to cancer.
Moreover, these particles can be taken up by body fluids and travel through the body, damaging more than one organ. To compound all that, Dr. Bertell has found that this particular type of radiation can cause the body's communication systems to break down, leading to malfunctions in many vital organs of the body and to many medical problems. A striking fact, since many veterans of the first Gulf war suffer from innumerable, seemingly unrelated, ailments.
In addition, recent research by Eric Wright, Professor of Experimental Haematology at Dundee University, and others, have shown two ways in which such radiation can do far more damage than has been thought. The first is that a cell which seems unharmed by radiation can produce cells with diverse mutations several cell generations later. (And mutations are at the root of cancer and birth defects.) This 'radiation-induced genomic instability' is compounded by 'the bystander effect' by which cells mutate in unison with others which have been damaged by radiation-rather as birds swoop and turn in unison. Put together, these two mechanisms can greatly increase the damage done by a single source of radiation, such as a DU particle. Moreover, it is now clear that there are marked genetic differences in the way individuals respond to radiation-with some being far more likely to develop cancer than others. So the fact that some veterans of the first Gulf war seem relatively unharmed by their exposure to DU in no way proves that DU did not damage others.
The Price of Truth
That the evidence from Iraq and from our troops, and the research findings of such experts, have been ignored may be no accident. A US report, leaked in late 1995, allegedly says, 'The potential for health effects from DU exposure is real; however it must be viewed in perspective... the financial implications of long-term disability payments and healthcare costs would be excessive.'[3]
Clearly, with hundreds of thousands gravely ill in Iraq and at least a quarter of a million UK and US troops seriously ill, huge disability claims might be made not only against the governments of Britain and America if the harm done by DU were acknowledged. There might also be huge claims against companies making DU weapons and some of their directors are said to be extremely close to the White House. How close they are to Downing Street is a matter for speculation, but arms sales makes a considerable contribution to British trade. So the massive whitewashing of DU over the past 12 years, and the way that governments have failed to test returning troops, seemed to disbelieve them, and washed their hands of them, may be purely to save money.
The possibility that financial considerations have led the governments of Britain and America to cynically avoid taking responsibility for the harm they have done not only to the people of Iraq but to their own troops may seem outlandish. Yet DU weapons weren't used by the other side and no other explanation fits the evidence. For, in the days before Britain and America first used DU in war its hazards were no secret.[4] One American study in 1990 said DU was 'linked to cancer when exposures are internal, [and to] chemical toxicity-causing kidney damage'. While another openly warned that exposure to these particles under battlefield conditions could lead to cancers of the lung and bone, kidney damage, non-malignant lung disease, neuro-cognitive disorders, chromosomal damage and birth defects.[5]
A Culture of Denial
In 1996 and 1997 UN Human Rights Tribunals condemned DU weapons for illegally breaking the Geneva Convention and classed them as 'weapons of mass destruction' 'incompatible with international humanitarian and human rights law.' Since then, following leukemia in European peacekeeping troops in the Balkans and Afghanistan (where DU was also used), the EU has twice called for DU weapons to be banned.
Yet, far from banning DU, America and Britain stepped up their denials of the harm from this radioactive dust as more and more troops from the first Gulf war and from action and peacekeeping in the Balkans and Afghanistan have become seriously ill. This is no coincidence. In 1997, while citing experiments, by others, in which 84 percent of dogs exposed to inhaled uranium died of cancer of the lungs, Dr. Asaf Durakovic, then Professor of Radiology and Nuclear Medicine at Georgetown University in Washington was quoted as saying, 'The [US government's] Veterans Administration asked me to lie about the risks of incorporating depleted uranium in the human body.' He concluded, 'uranium does cause cancer, uranium does cause mutation, and uranium does kill. If we continue with the irresponsible contamination of the biosphere, and denial of the fact that human life is endangered by the deadly isotope uranium, then we are doing disservice to ourselves, disservice to the truth, disservice to God and to all generations who follow.' Not what the authorities wanted to hear and his research was suddenly blocked.
During 12 years of ever-growing British whitewash the authorities have abolished military hospitals, where there could have been specialized research on the effects of DU and where expertise in treating DU victims could have built up. And, not content with the insult of suggesting the gravely disabling symptoms of Gulf veterans are imaginary they have refused full pensions to many. For, despite all the evidence to the contrary, the current House of Commons briefing paper on DU hazards says 'it is judged that any radiation effects from possible exposures are extremely unlikely to be a contributory factor to the illnesses currently being experienced by some Gulf war veterans.' Note how over a quarter of a million sick and dying US and UK vets are called 'some.'
The Way Ahead
Britain and America not only used DU in this year's Iraq war, they dramatically increased its use-from a minimum of 320 tons in the previous war to at minimum of 1500 tons in this one. And this time the use of DU wasn't limited to anti-tank weapons-as it had largely been in the previous Gulf war-but was extended to the guided missiles, large bunker busters and big 2000-pound bombs used in Iraq's cities. This means that Iraq's cities have been blanketed in lethal particles-any one of which can cause cancer or deform a child. In addition, the use of DU in huge bombs which throw the deadly particles higher and wider in huge plumes of smoke means that billions of deadly particles have been carried high into the air-again and again and again as the bombs rained down-ready to be swept worldwide by the winds.
The Royal Society has suggested the solution is massive decontamination in Iraq. That could only scratch the surface. For decontamination is hugely expensive and, though it may reduce the risks in some of the worst areas, it cannot fully remove them. For DU is too widespread on land and water. How do you clean up every nook and cranny of a city the size of Baghdad? How can they decontaminate a whole country in which microscopic particles, which cannot be detected with a normal geiger counter, are spread from border to border? And how can they clean up all the countries downwind of Iraq-and, indeed, the world?
So there are only two things we can do to mitigate this crime against humanity. The first is to provide the best possible medical care for the people of Iraq, for our returning troops and for those who served in the last Gulf war and, through that, minimize their suffering. The second is to relegate war, and the production and sale of weapons, to the scrap heap of history-along with slavery and genocide. Then, and only then, will this crime against humanity be expunged, and the tragic deaths from this war truly bring freedom to the people of Iraq, and of the world.

I am amazed: since last summer, almost every day we see at least one news story on another water crisis in the U.S. The water crisis is no longer something that we know about as affecting developing countries or their poor in particular. It is right here in our own backyard. Today, in many parts of the U.S. we are nearing the limits of our water supplies. And that is getting our attention. The writing has been on the wall for some time. The private sector has been showing much interest in water as a source of profit, and water privatization has been an issue in many parts of the country.
The failure in public water systems has indeed been a contributing factor for this interest. In many cities, consumers have been organizing and opposing the privatization of water utilities, because they have been concerned about affordability or deterioration in the quality of service. Environmental organizations and consumer activists have also been concerned about the socio-economic, health and environmental implications of ever increasing bottled water use. But for most of us living in the U.S., water is something we take for granted, available when you turn your tap on -- to brush your teeth, to take a shower, to wash your car, to water your lawn, and if you have your own swimming pool then, to fill that as well.
So it was with alarm that many of us read the story of Orme, a small town tucked away in the mountains of southern Tennessee that has become a recent symbol of the drought in the southeast. Orme has had to literally ration its water use, by collecting water for a few hours every day -- an everyday experience in most developing countries, but unusual for the U.S. This is an extreme experience from the southeast region that has been under a year long dry spell. In fact, the region's dry spell resulted in the city of Atlanta setting severe water use restrictions and three states, Georgia, Florida and Alabama, going to court over a water allocation dispute (settled in favor of Florida and Alabama early last month).
Early this year we also heard that drought in the region could force nuclear reactor shut-downs. Nuclear reactors need billions of gallons of cooling water daily to operate, and in many of the lakes and rivers water levels are getting close to the limit set by the Nuclear Regulatory Commission. It is possible in the coming months that we may see water levels decrease below the intake pipes, or that shallow water could become warmer and unusable as a coolant. While this may not cause blackouts, this can result in increased costs for energy as utilities have to buy from other sources.
Water concerns are not restricted to the southeast region -- similar issues have also been popping up in other parts of the United States. In the Midwest, concerns abound as to whether the newly emerging biofuel industry is putting undue pressure on the region's groundwater resources. The issue came into focus for the first time in the late summer of 2006 in Granite Falls, MN where an ethanol plant in its first year of operation depleted the groundwater so much that it had to begin pumping water from the Minnesota River.*
In early February, it was reported that there is a 50 percent chance Lake Mead (on the Arizona/Nevada border), will be dry by 2021 if climate change continues as expected and future water use is not limited. Along with Lake Powell in Utah, Lake Mead helps provide water for more than 25 million people, and is a key source of water in the southwestern U.S. On the west coast, where water is a precious resource, water disputes abound: between farmers who want water for agriculture, environmentalists who want to conserve water for ecosystems, and cities who want to meet ever-growing urban water needs. Last summer, in a landmark decision, a federal judge ordered state and federal water project managers to reduce the amount of water pumped from the Sacramento-San Joaquin River Delta to protect the threatened delta smelt from extinction. Along with excessive rains in other regions and increased incidence of hurricanes in the Gulf Coast, these changes are a constant reminder of an increasingly evident reality: climate change.

Drought Could Force Nuke-Plant Shutdowns

LAKE NORMAN, N.C. (AP) - Nuclear reactors across the Southeast could be forced to throttle back or temporarily shut down later this year because drought is drying up the rivers and lakes that supply power plants with the awesome amounts of cooling water they need to operate.
Utility officials say such shutdowns probably wouldn't result in blackouts. But they could lead to shockingly higher electric bills for millions of Southerners, because the region's utilities may be forced to buy expensive replacement power from other energy companies.
Already, there has been one brief, drought-related shutdown, at a reactor in Alabama over the summer.
"Water is the nuclear industry's Achilles' heel," said Jim Warren, executive director of N.C. Waste Awareness and Reduction Network, an environmental group critical of nuclear power. "You need a lot of water to operate nuclear plants." He added: "This is becoming a crisis."
An Associated Press analysis of the nation's 104 nuclear reactors found that 24 are in areas experiencing the most severe levels of drought. All but two are built on the shores of lakes and rivers and rely on submerged intake pipes to draw billions of gallons of water for use in cooling and condensing steam after it has turned the plants' turbines.
Because of the yearlong dry spell gripping the region, the water levels on those lakes and rivers are getting close to the minimums set by the Nuclear Regulatory Commission. Over the next several months, the water could drop below the intake pipes altogether. Or the shallow water could become too hot under the sun to use as coolant.
"If water levels get to a certain point, we'll have to power it down or go off line," said Robert Yanity, a spokesman for South Carolina Electric & Gas Co., which operates the Summer nuclear plant outside Columbia, S.C.
Extending or lowering the intake pipes is not as simple at it sounds and wouldn't necessarily solve the problem. The pipes are usually made of concrete, can be up to 18 feet in diameter and can extend up to a mile. Modifications to the pipes and pump systems, and their required backups, can cost millions and take several months. If the changes are extensive, they require an NRC review that itself can take months or longer.
Even if a quick extension were possible, the pipes can only go so low. It they are put too close to the bottom of a drought-shrunken lake or river, they can suck up sediment, fish and other debris that could clog the system.
An estimated 3 million customers of the four commercial utilities with reactors in the drought zone get their power from nuclear energy. Also, the quasi-governmental Tennessee Valley Authority, which sells electricity to 8.7 million people in seven states through a network of distributors, generates 30 percent of its power at nuclear plants.
While rain and some snow fell recently, water levels across the region are still well below normal. Most of the severely affected area would need more than a foot of rain in the next three months - an unusually large amount - to ease the drought and relieve pressure on the nuclear plants. And the long-term forecast calls for more dry weather.
At Progress Energy Inc., which operates four reactors in the drought zone, officials warned in November that the drought could force it to shut down its Harris reactor near Raleigh, according to documents obtained by the AP. The water in Harris Lake stands at 218.5 feet - just 3 1/2 feet above the limit set in the plant's license.
Lake Norman near Charlotte is down to 93.7 feet - less than a foot above the minimum set in the license for Duke Energy Corp.'s McGuire nuclear plant. The lake was at 98.2 feet just a year ago.
"We don't know what's going to happen in the future. We know we haven't gotten enough rain, so we can't rule anything out," said Duke spokeswoman Rita Sipe. "But based on what we know now, we don't believe we'll have to shut down the plants."
During Europe's brutal 2006 heat wave, French, Spanish and German utilities were forced to shut down some of their nuclear plants and reduce power at others because of low water levels - some for as much as a week.
If a prolonged shutdown like that were to happen in the Southeast, utilities in the region might have to buy electricity on the wholesale market, and the high costs could be passed on to customers.
"Currently, nuclear power costs between $5 to $7 to produce a megawatt hour," said Daniele Seitz, an energy analyst with New York-based Dahlman Rose & Co. "It would cost 10 times that amount that if you had to buy replacement power - especially during the summer."
At a nuclear plant, water is also used to cool the reactor core and to create the steam that drives the electricity-generating turbines. But those are comparatively small amounts of water, circulating in what are known as closed systems - that is, the water is constantly reused. Water for those two purposes is not threatened by the drought.
Instead, the drought could choke off the billions of gallons of water that pass through the region's reactors every day to cool used steam. Water sucked from lakes and rivers passes through pipes, which act as a condenser, turning the steam back into water. The outside water never comes into direct contact with the steam or any nuclear material.
At some plants - those with tall, Three Mile Island-style cooling towers - a lot of the water travels up the tower and is lost to evaporation. At other plants, almost all of the water is returned to the lake or river, though significantly hotter because of the heat absorbed from the steam.
Progress spokeswoman Julie Hahn said the Harris reactor, for example, sucks up 33 million gallons a day, with 17 million gallons lost to evaporation via its big cooling towers. Duke's McGuire plant draws in more than 2 billion gallons a day, but most of it is pumped back to its source.
Nuclear plants are subject to restrictions on the temperature of the discharged coolant, because hot water can kill fish or plants or otherwise disrupt the environment. Those restrictions, coupled with the drought, led to the one-day shutdown Aug. 16 of a TVA reactor at Browns Ferry in Alabama.
The water was low on the Tennessee River and had become warmer than usual under the hot sun. By the time it had been pumped through the Browns Ferry plant, it had become hotter still - too hot to release back into the river, according to the TVA. So the utility shut down a reactor.
David Lochbaum, nuclear project safety director for the Union of Concerned Scientists, warned that nuclear plants are not designed to take the wear and tear of repeatedly stopping and restarting.
"Nuclear plants are best when they flatline - when they stay up and running or shut down for long periods to refuel," Lochbaum said. "It wears out piping, valves, motors."

Gretna Town Council Meeting Monday, 4-14
The Council members were cordial and asked many questions about the duration of the proposed mining, the size of the operation, health risks secondary to long-term, low-level radiation exposure, rivers at risk for contamination, the dangers of tailings, etc.
The council also asked for a copy of the Halifax chemical trespass ordinance for reference and further consideration. We hope that's a sign of good things to come from the Council!

Cancer Risks for Women and Children Due to Radiation Exposure Far Higher Than for Men
New National Academy of Sciences Report Raises Major Issues for Radiation Protection, Independent Institute Claims

The National Academy of Sciences (NAS) latest report on radiation risk, called the BEIR VII report, issued June 29, has major implications on how radiation protection regulations are made and enforced, according to the Institute for Energy and Environmental Research (IEER). "BEIR" stands for the Biological Effects of Ionizing Radiation. The NAS report issued this week updates the BEIR V report issued in 1990. The BEIR series of reports are the most authoritative basis for radiation risk estimation and radiation protection regulations in the United States.
"In 1990, the NAS estimated that the risks of dying from cancer due to exposure to radiation were about five percent higher for women than for men," said Dr. Arjun Makhijani, president of the Institute for Energy and Environmental Research. "In BEIR VII, the cancer mortality risks for females are 37.5 percent higher. The risks for all solid tumors, like lung, breast, and kidney, liver, and other solid tumors added together are almost 50 percent greater for women than men, though there are a few specific cancers, including leukemia, for which the risk estimates for men are higher." Unlike the 1990 NAS report, BEIR VII estimates risks for cancer incidence rates as well as mortality and also provides detailed risk figures according to age of exposure for males and females, by cancer type. This is a great advance over the previous report. The BEIR VII report has thoroughly reviewed available human and animal cancer data and scientific understanding arrived at using cellular level studies. Cancer risk incidence figures for solid tumors for women are also about double those for men.
The BEIR VII report estimates that the differential risk for children is even greater. For instance, the same radiation in the first year of life for boys produces three to four times the cancer risk as exposure between the ages of 20 and 50. Female infants have almost double the risk as male infants. While the report states there is no direct evidence of harm to human offspring from exposure of parents to radiation, the committee noted that such harm has been found in animal experiments and that there is "no reason to believe that humans would be immune to this sort of harm." "I think it is high time that society protected those most at risk," said Dr. Makhijani. "The BEIR VIII report has done the public a great service by putting the imprimatur of the NAS on solid research that has long indicated much greater risks for women and children. Now it is up the Environmental Protection Agency to change the framework of regulation from averages of men and women to those who are most at risk."
Contrary to the beliefs of many in the nuclear industry, the BEIR VII report reaffirmed the conclusion of the prior report that every exposure to radiation produces a corresponding increase in cancer risk. The proportionality of risk means that at low exposures the risks are small, as the NAS report points out. The average risks to the population are estimated to be 10 to 15 percent higher than the reference value now used for radiation protection of the general population (565 cancer fatalities per million rem exposure in BEIR VII compared to 500 typically cited in the literature on radiation protection). While this average risk is in the general range of uncertainties and values reported previously, it indicates an increase of risk overall. Both incidence and mortality risk estimates are now greater. Finally, the committee also noted that relatively high levels of radiation exposure increase risk of heart disease and stroke, though it did not give specific risk estimates.
"I want to thank the BEIR VII committee for keeping a promise it made to IEER and 133 other organizations and individuals to consider crucial issues outlined in a letter we delivered to the committee in September 1999," said Lisa Ledwidge, Outreach Director of the Institute for Energy and Environmental Research. The Next President's First Task [A Manifesto] Renewable Energy is a Must

Last November, Lord (David) Puttnam debated before Parliament an important bill to tackle global warming. Addressing industry and government warnings that we must proceed slowly to avoid economic ruin, Lord Puttnam recalled that precisely 200 years ago Parliament heard identical caveats during the debate over abolition of the slave trade. At that time slave commerce represented one-fourth of Britain's G.D.P. and provided its primary source of cheap, abundant energy. Vested interests warned that financial apocalypse would succeed its prohibition.
That debate lasted roughly a year, and Parliament, in the end, made the moral choice, abolishing the trade outright. Instead of collapsing, as slavery's proponents had predicted, Britain's economy accelerated. Slavery's abolition exposed the debilitating inefficiencies associated with zero-cost labor; slavery had been a ball and chain not only for the slaves but also for the British economy, hobbling productivity and stifling growth. Now creativity and productivity surged. Entrepreneurs seeking new sources of energy launched the Industrial Revolution and inaugurated the greatest era of wealth production in human history.
Today, we don't need to abolish carbon as an energy source in order to see its inefficiencies starkly, or to understand that this addiction is the principal drag on American capitalism. The evidence is before our eyes. The practice of borrowing a billion dollars each day to buy foreign oil has caused the American dollar to implode. More than a trillion dollars in annual subsidies to coal and oil producers have beggared a nation that four decades ago owned half the globe's wealth. Carbon dependence has eroded our economic power, destroyed our moral authority, diminished our international influence and prestige, endangered our national security, and damaged our health and landscapes. It is subverting everything we value.
We know that nations that "decarbonize" their economies reap immediate rewards. Sweden announced in 2006 the phaseout of all fossil fuels (and nuclear energy) by 2020. In 1991 the Swedes enacted a carbon tax - now up to $150 a ton - and as a result thousands of entrepreneurs rushed to develop new ways of generating energy from wind, the sun, and the tides, and from woodchips, agricultural waste, and garbage. Growth rates climbed to upwards of three times those of the U.S.
Iceland was 80 percent dependent on imported coal and oil in the 1970s and was among the poorest economies in Europe. Today, Iceland is 100 percent energy-independent, with 90 percent of the nation's homes heated by geothermal and its remaining electrical needs met by hydro. The International Monetary Fund now ranks Iceland the fourth most affluent nation on earth. The country, which previously had to beg for corporate investment, now has companies lined up to relocate there to take advantage of its low-cost clean energy.
It should come as no surprise that California, America's most energy-efficient state, also possesses its strongest economy.
The United States has far greater domestic energy resources than Iceland or Sweden does. We sit atop the second-largest geothermal resources in the world. The American Midwest is the Saudi Arabia of wind; indeed, North Dakota, Kansas, and Texas alone produce enough harnessable wind to meet all of the nation's electricity demand. As for solar, according to a study in Scientific American, photovoltaic and solar-thermal installations across just 19 percent of the most barren desert land in the Southwest could supply nearly all of our nation's electricity needs without any rooftop installation, even assuming every American owned a plug-in hybrid.
In America, several obstacles impede the kind of entrepreneurial revolution we need. To begin with, that trillion dollars in annual coal-and-oil subsidies gives the carbon industry a decisive market advantage. Meanwhile, an overstressed and inefficient national electrical grid can't accommodate new kinds of power. At the same time, a byzantine array of local rules impede access by innovators to national markets.
There are a number of things the new president should immediately do to hasten the approaching boom in energy innovation. A carbon cap-and-trade system designed to put downward pressure on carbon emissions is quite simply a no-brainer. Already endorsed by Senators McCain, Clinton, and Obama, such a system would measure national carbon emissions and create a market to auction emissions credits. The supply of credits is then reduced each year to meet pre-determined carbon-reduction targets. As supply tightens, credit value increases, providing rich monetary rewards for innovators who reduce carbon. Since it is precisely targeted, cap-and-trade is more effective than a carbon tax. It is also more palatable to politicians, who despise taxes and love markets. Industry likes the system's clear goals. This market-based approach has a proven track record.
There's a second thing the next president should do, and it would be a strategic masterstroke: push to revamp the nation's antiquated high-voltage power-transmission system so that it can deliver solar, wind, geothermal, and other renewable energy across the country. Right now, a Texas wind-farm manager who wants to get his electrons to market faces two huge impediments. First, our regional power grids are overstressed and misaligned. The biggest renewable-energy opportunities - for instance, Southwest solar and Midwest wind - are outside the grids' reach. Furthermore, traveling via alternating-current (AC) lines, too much of that wind farmer's energy would dissipate before it crossed the country. The nation urgently needs more investment in its backbone transmission grid, including new direct-current (DC) power lines for efficient long-haul transmission. Even more important, we need to build in "smart" features, including storage points and computerized management overlays, allowing the new grid to intelligently deploy the energy along the way. Construction of this new grid will create a marketplace where utilities, established businesses, and entrepreneurs can sell energy and efficiency.
The other obstacle is the web of arcane and conflicting state rules that currently restrict access to the grid. The federal government needs to work with state authorities to open up the grids, allowing clean-energy innovators to fairly compete for investment, space, and customers. We need open markets where hundreds of local and national power producers can scramble to deliver economic and environmental solutions at the lowest possible price. The energy sector, in other words, needs an initiative analogous to the 1996 Telecommunications Act, which required open access to all the nation's telephone lines. Marketplace competition among national and local phone companies instantly precipitated the historic explosion in telecom activity.
Construction of efficient and open-transmission marketplaces and green-power-plant infrastructure would require about a trillion dollars over the next 15 years. For roughly a third of the projected cost of the Iraq war we could wean the country from carbon. And the good news is that the government doesn't actually have to pay for all of this. If the president works with governors to lift constraints and encourage investment, utilities and private entrepreneurs will quickly step in to revitalize the grid and recover their investment through royalties collected for transporting green electrons. Businesses and homes will become power plants as individuals cash in by installing solar panels and wind turbines on their buildings, and by selling the stored energy in their plug-in hybrids back to the grid at peak hours.
Energy expert and former CIA director R. James Woolsey predicts: "With rational market incentives and a smart backbone, you'll see capital and entrepreneurs flooding this field with lightning speed." Ten percent of venture-capital dollars are already deployed in the clean-tech sector, and the world's biggest companies are crowding the space with capital and scrambling for position.
The president's final priority must be to connect a much smarter power grid to vastly more efficient buildings and machines. We have barely scratched the surface here. Washington is a decade behind its obligation, first set by Ronald Reagan, to set cost-minimizing efficiency standards for all major appliances. With the conspicuous exception of Arnold Schwarzenegger's California, the states aren't doing much better. And Congress keeps setting ludicrously tight expiration dates for its energy-efficiency tax credits, frustrating both planning and investment. The new president must take all of this in hand at once.
The benefits to America are beyond measure. We will cut annual trade and budget deficits by hundreds of billions, improve public health and farm production, diminish global warming, and create millions of good jobs. And for the first time in half a century we will live free from Middle Eastern wars and entanglements with petty tyrants who despise democracy and are hated by their own people.

Uranium Mining Protest Comes to Chase City

CHASE CITY - The possible effects of uranium mining on a community were openly and frankly discussed during a meeting in Chase City Monday hosted by the Association to Preserve Mecklenburg.
The Southside Concerned Citizens and the Community Environmental Legal Defense Fund partnered for the meeting, which about 50 people attended.
The topic of the meeting was the possible mining at Coles Hill, in Pittsylvania County. Coles Hill is a 200-acre farm owned by Walter Coles and others in the Cole family. It is the biggest site of uranium ever found on the east coast and is one of the largest in the nation. The site is approximately 50 miles from Chase City.
Cole, a retired federal government employee, has formed a company, Virginia Uranium Inc. with his neighbors, family and friends. The company's goal is to persuade local, state and federal officials to allow all uranium on Coles Hill to be mined, milled and sold to nuclear power plants.
Jack Dunavant spoke Monday night urging "people to rise up" against Virginia Uranium Inc. by going to the local government. Dunavant is one of the founding members of Southside Concerned Citizens, which began in Halifax County nearly 25 years ago. He noted the organization has a mission to educate the public. His business cards state "Heck no, we won't glow." The group is a non-profit organization under 501c(3).
