Dan River Basin Joint Resolution Passed!

Monday, April 20, 2009

Of the

Halifax County Board of Supervisors – Town Council of

Halifax – Town Council of South Boston (Virginia)

Whereas, the citizens of Halifax County, the Town of Halifax, and the Town of South Boston want and deserve access to fresh water for good health, economic sustenance, and recreational opportunities; and

Whereas, these citizens are lucky to live within the Dan River basin which

provides for these needs; and

Whereas, there is now proposed a water withdrawal and intra-basin transfer by the City of Roxboro and adjacent counties that will bypass a 30 mile section of the Dan River that flows through the heart of this community; and

Whereas, said bypass will reduce water supplies available to serve existing and future residential, commercial, industrial, agricultural, and recreational uses within this community; and

Whereas, this community and its governmental agencies are already being hindered in their plans to provide for improved water and wastewater services to their citizens and businesses by introduction of this proposal; and

Whereas, the impact of this proposed withdrawal can be mitigated by simply returning the treated wastewater from this withdrawal back into the Dan River near the point of collection in Milton, North Carolina.

NOW, THEREFORE BE IT RESOLVED, on this 20th day of April 2009, that we the undersigned communities are united in our opposition to the intra-basin transfer of water as proposed by the City of Roxboro. Furthermore we ask that the Virginia State Water Control Board and the Roanoke River Bi-State Commission work with us, the City of Roxboro, and the City of Danville to find a solution that will enable each locality to use this vital resource without hindering the needs of the other communities. A copy of this resolution is to be sent to interested parties.

Signed: William Fitzgerald – Chairman – Halifax County Board of Supervisors

Leon Plaster – Mayor – Town of Halifax

Carol Thaxton – Mayor – Town of South Boston
